OTTAWA (Reuters) - Canada has sent around 70 soldiers to Jamaica to train troops from Caribbean nations who are due to take part in a U.N.-authorized mission to Haiti, the Canadian defense ministry said on Saturday. The initiative has been tied up in Kenyan court challenges ever since, effectively putting the mission on hold. The Canadian troops, from the predominantly French-speaking province of Quebec, will provide training on core peace-keeping skills and combat first aid, the defense ministry said in a statement. The troops are due to stay in Jamaica for an initial period of a month and will train around 330 troops from Jamaica, Belize and the Bahamas. Canada said last month it would give C$80.5 million to support the deployment of the Kenyan-led mission.

Another source with knowledge of the operations told CNN there have been at least 12 helicopter evacuation flights into Port-au-Prince over the past three days, all evacuating diplomatic and humanitarian staff. "Multiple factors...will deteriorate living conditions for millions of people in Ecuador and Haiti, potentially forcing thousands to seek safety elsewhere," the IRC said. "The crises in Haiti and Ecuador are creating a ripple effect across the entire region," said IRC regional head Julio Rank Wright in a statement. "Without a functioning political system, the government will struggle to address violence and meet growing needs," the IRC said in the report. Food insecurity will likely also deepen in Haiti in 2024, the IRC said.

"It's more important than ever to take every measure possible to prevent illicit flows," the UNODC's executive director, Ghada Waly, told a U.N. Security Council meeting, saying arms trafficking and gang activity were feeding off each other. A recent UNODC report found that most illegal firearms seized in Haiti came from the United States, notably Florida, Arizona, Georgia, Texas and California. After the Dominican Republic shut its border with Haiti, smugglers were turning to more remote routes including clandestine airstrips, the report said. No date has been set for deployment, which Haiti requested in October 2022.

"This situation of only one person on the designated list must be changed as soon as possible," said China's deputy U.N. Many Caribbean leaders have pointed to the United States as the source of illegal firearms flooding the region. Earlier this month, the U.N. authorized deployment of a multinational force to Haiti to aid police, as requested by Haiti's unelected government a year ago. Ambassador Antonio Rodrigue commended the vote while calling on nations to be more proactive in combating arms trafficking.
